  • As part of the World Bank Group?s Partner- ship for Market Readiness (PMR), PwC was contracted to carry out a study on the market readiness of the country to implement an ETS and/or a scaled-up crediting instrument in Chile. 
  • This involved an advanced study of the local emissions situation, focusing on the potential emissions reduction and the correspondent cost-benefit analyses of these reductions to provide an appropriate market profile for the implementation of an ETS and/or a scaled up crediting instrument in Chile.

Tasks:

  • Economic Impact Study ? estimating direct and indirect macroeconomic benefits for different renewable energy deployment scenarios in Chile. 
  • This study estimated quantitatively and qualitatively the direct and indirect economic impacts of an increased penetration of Non-Conventional Renewable Energy (NCRE) in the Chilean energy matrix in the long-term. 
  • The outcome of the study has shown consistently positive impacts, besides the decreasing costs for electricity based on modelling merit order and marginal costs of electricity production including renewables. 
  • The demonstration of macroeconomic positive impacts went viral and got also attention by politics.
  • Shortly after in 2015, the Ministry of Energy published the Chilean Energy Policy which facilitated massive support for the deployment of renewable energy generation in the country.

Tasks:

  • This project involved the design of a project aggregating scheme for securing Power Purchasing Agreements with the aim to reduce the main entry barrier faced by non- conventional renewable energy (NCRE) generation project developers in the Chilean power market. 
  • At first, a feasibility study for the insertion of a project-aggregating scheme for small renewable energy generation projects in the Chilean electric power market considering the existing legal framework. 
  • The second phase involved a preliminary design and simulation exercise of the NCRE project-aggregating scheme for the Chilean power market. 
  • Finally, PwC carried out workshops with energy companies and financial institutions to increase awareness of the mechanism.
